What is a Complying Development Certificate?

A complying development certificate (CDC) is a fast-track approval pathway used for certain construction projects in New South Wales.


Unlike a traditional approval process that separates planning approval and construction approval, a CDC combines both into a single approval process for projects that meet specific planning and building requirements.


CDCs are commonly used for straightforward developments that comply fully with the relevant State Environmental Planning Policy (SEPP) requirements and development standards.


For builders, developers and project managers, understanding how CDC approvals work can help reduce delays and improve project coordination across residential and some commercial construction projects.



CDC approval requires full compliance with SEPP requirements

A CDC is only applicable if the project meets 100% of the standards set out in the State Environmental Planning Policy (SEPP). For industry professionals, this means there is no room for near enough. If a setback is off by 100mm or a height limit is slightly exceeded, the fast-track option is void. However, for standard residential extensions, new dual occupancies, or internal shop fit-outs, a CDC can reduce approval times from months to as little as 20 days.

Private vs. council certification

One of the key benefits of the complying development certificate is the ability to use a private accredited certifier. This allows for a more collaborative relationship where technical issues can be resolved directly with the certifier rather than through a Council planning department. This commercial flexibility is often why experienced builders prefer the CDC route for predictable, repeatable project types where speed to market is a priority.



Maintaining compliance rigour

While the process is faster, the technical scrutiny remains high. A CDC still requires full engineering, fire safety schedules (for commercial work), and BASIX certificates. Professionals must ensure that the fast-track doesn't lead to fast mistakes—every detail must align with the SEPP to avoid compliance audits later in the project lifecycle.
